Job Title: Utility Compliance Technician (Contract)
Location: 3100 NW Hillman Drive, Jensen Beach, FL 34957
Work Schedule: Monday – Friday 7:30am – 4:00pm (full time)
Rate of Pay: $25.00 per hour + benefits, PTO and holiday pay
This position is contract staffed through reSOURCE Government Services working at Martin County BOCC. This is not a direct hire position with Martin County BOCC.
SUMMARY:
Responsible scientific, technical position performing the functions of the Utility’s environmental laboratory. The nature of the laboratory’s work includes the sampling and analysis of potable, sewage, reclaimed, industrial and environmental waters.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Prepares for, and performs field sample collection using approved techniques, equipment, and containers. Assures that all samples are accurately identified and that Chain of Custody documents are properly prepared. Expedites delivery of samples to laboratories.
Calibrates, performs preventive maintenance and repairs to field instruments and other sampling equipment. Programs, configures, maintains, and performs minor repairs to automatic refrigerated samplers.
Maintains complete and accurate documents including calibration records, field sheets, chains of custody and sample receipt log.
Successfully completes initial/continuing Demonstrations of Capability of proficiency in analyses performed by the laboratory.
Conducts physical, chemical, and bacteriological analyses in accordance with Standard Operating Procedures (SOPs) and the laboratory Quality Manual; documents results and test conditions; and performs supporting functions.
Compiles data and prepares reports for clients and regulatory agencies. Enters data into various databases and spreadsheets. Maintains files of laboratory reports and related documents.
Responds to inquiries and complaints from water utility customers and the public.
Performs work related to this job description as required.
KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of basic principles, practices and techniques of chemistry, biology, and microbiology.
Knowledge of sampling, in situ measurements and laboratory analytical procedures and techniques.
Knowledge of Federal and State laws and regulations relating to water quality monitoring.
Knowledge of the use and calibration of basic laboratory instruments; pH, turbidity, conductivity, dissolved oxygen (D.O.) meters and analytical balance.
Knowledge of the methods of treatment and testing of water and sewage systems.
Skill in utilizing computers and standard software packages.
Ability to learn laboratory techniques and follow scientific methods and procedures.
Ability to consistently be attentive to detail and to work with minimal supervision.
Ability to calculate analytical results and prepare and maintain accurate records and reports.
Ability to communicate cordially and effectively, verbally and in writing, with co-workers, members of the public and regulatory agents.
EDUCATION and/or EXPERIENCE:
High School Diploma or equivalent and two years of experience as a certified Water or Wastewater Plant Operator, or a utilities or environmental Laboratory Technician.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License

Work is performed outdoors, requiring considerable travel to sampling sites, and indoors in a laboratory environment.

Ability to work in an environment with acids, bases and other laboratory chemicals, and microbiologically active samples.
Ability to work offsite in the field, requiring potential exposure to heat, humidity and other adverse environmental conditions.
